Toss Rib Roast (or Bottom Round) with Flour, Salt, and Black Pepper.
Stew
In a large Dutch oven or oven proof baking dish with a lid sauté Bacon, Onions and Garlic until Onions are just tender.
Add floured meat to pan and toss to brown for about 3-5 minutes. Add Potatoes, Green Pepper, Red Pepper, Carrots, Beef Stock, Red Wine, Water, Salt, Black Pepper, Onion Powder, Garlic Powder.
Cover and place in a 300℉ oven for 3 hours or until meat is fork tender.
Add Frozen Peas and Corn (optional). Stir to blend and let rest covered for 10 minutes before serving.
